Cartwright Passes Delivering for America Act to Protect U.S. Postal Service

U.S. Representative Matt Cartwright (PA-08) today voted in the U.S. House of Representatives to pass the Delivering for America Act, legislation he co-sponsored to ensure the U.S. Postal Service continues to deliver mail efficiently during the pandemic. It now advances to the U.S. Senate.

The vote comes at the same time as newly uncovered internal Postal Service documents warning Postmaster General DeJoy about steep declines and increasing delays nationwide over the last two months, delays that are far worse than originally believed. 

“Northeastern Pennsylvanians count on the Postal Service to deliver medicines, paychecks, ballots and more. I’ve heard from so many of them in recent weeks, wondering why those deliveries are being delayed, why longer lines are forming at their local offices,” Cartwright said. “It’s a crisis manufactured by the Postmaster General himself that cannot stand. While Americans rely on the Postal Service more than ever during this global pandemic, the Delivering for America Act helps ensure a functional and efficient postal service that Americans can trust.”

The Delivering for America Act would:

  • Prohibit the Postal Service from implementing or approving any changes to the operations or service levels in effect on January 1, 2020, that would impede prompt, reliable, and efficient service. The prohibition would remain in effect during the duration of the coronavirus public health emergency or January 2021, whichever is later.
  • Require the Postal Service to treat all election mail as first-class mail.
  • Provide $25 billion in critically-needed emergency appropriations for the Postal Service, the level of funding recommended by the USPS Board of Governors, which is composed entirely of White House appointees.
