FY25 Community Project Funding Requests

Rep. Cartwright's Fiscal Year 2025 (FY25) funding requests for important community projects in Pennsylvania's Eighth Congressional District to the House Appropriations Committee are listed on this page.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for FY25 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Rep. Cartwright has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

Below are the 15 Community Project Funding requests Congressman Matt Cartwright has submitted to the House Appropriations Committee for consideration for FY2025:


Subcommittee on Agriculture, Rural Development, Food and Drug Administration


Project Title
: Early Childhood Care Learning Center in Kingston, PA

Request: $1,000,000

Recipient: Jewish Community Alliance of Northeastern Pennsylvania, 613 S.J. Strauss Lane, Kingston, PA 18704

Project Description:
The funding would be used to expand the Illumination Early Learning Center into a new building to accommodate more children while fostering partnerships with local educational institutions to train new instructors. The project is an appropriate use of taxpayer funds because it is being used to construct an essential child care training facility to increase child care capacity and education in a rural area.

Project Title
: West End Fire Co. Fire Trucks in Chestnuthill Township, PA

Request: $1,169,297.50

Recipient: West End Fire Company of Brodheadsville, Pennsylvania, 128 Route 715, Brodheadsville, PA 18322

Project Description:
The funding would be for the acquisition of two crucial firefighting vehicles, a rescue truck and an engine truck, for the West End Fire Company in Brodheadsville. These vehicles are essential to bolstering the capabilities of the area’s volunteer fire service, significantly enhancing its ability to respond promptly and effectively to emergencies across Chestnuthill Township and the broader West End of Monroe County. The project is an appropriate use of taxpayer funds because it is being used to maintain and enhance emergency response infrastructure.

Subcommittee on Homeland Security


Project Title: 
Emergency Operations Center Project in City of Scranton

Request: $1,706,555

Recipient: City of Scranton, 340 N. Washington Avenue, Scranton, Pennsylvania 18503

Project Description:
The funding would be used for constructing and equipping a mixed-use facility that will serve as a central coordination hub for disaster response. The EOC’s primary functions will include situational awareness, resource management, operational planning and public information management. The proposed project will support incident management operations across multiple functional disciplines for the benefit of Lackawanna County and surrounding municipalities. The project is an appropriate use of taxpayer funds because it will ensure adequate emergency management coordination and public safety measures are in place in the event of a crisis or a natural disaster.

Subcommittee on Commerce, Justice, Science, and Related Agencies


Project Title:
Northeastern Pennsylvania STEM Enrichment Program

Request: $2,382,154

Recipient: Pocono Mountains United Way, 301 McConnell Street, Stroudsburg, PA 18360

Project Description:
The funding would be used for teaching and engaging students with an age-appropriate curriculum – consistent with NASA’s academic level programming – for hands-on and inquiry-based experiences to develop Science, Technology, Engineering, and Math skills, utilizing collaborations to reach target-area students. The project is a good use of taxpayer funds because many low-income youth will benefit from a regional coordination that will expand access to quality STEM experiences and support NASA’s mission.

Project Title:
Safe Streets & Sidewalks

Request: $1,000,000

Recipient: Township of Wilkes-Barre, 150 Watson Street, Wilkes-Barre Township, PA 18702.

Project Description:
The funding would be used for building out and deploying a municipal-wide public safety surveillance network with integrated license plate reader technology to improve the provision of public safety and security. The project is an appropriate use of taxpayer funds because it will increase public safety and security for residents and visitors alike and it will enhance public safety at Mohegan Sun Arena events.

Project Title:
Kingston Municipal Police Department Equipment and Technology Upgrades

Request: $1,909,837.76

Recipient: Municipality of Kingston, 500 Wyoming Avenue, Kingston, PA 18704

Project Description:
The funding would be used for upgrading equipment and technology to increase officer safety and effectiveness of law enforcement operations in the township of Kingston. The project is an appropriate use of taxpayer funds because it will increase public safety, officer safety, and operational effectiveness of the Kingston Police Department.

Project Title:
Hazleton Police Department Equipment and Technology Upgrades

Request: $2,384,064

Recipient: Hazleton Police Department, 780 N. Church St., Hazleton, PA 18201

Project Description:
The funding would be used for upgrading the Department’s technology, vehicles, and other equipment. The project is an appropriate use of taxpayer funds because it would help improve the Hazleton Police Department’s ability to serve its diverse and growing community of approximately 30,000 people by improving response times, enhancing officer safety, and promoting accountability.

Project Title: Monroe County DA Opioid Crimes Section

Request: $2,040,758

Recipient: Monroe County Office of the District Attorney, 701 Main Street, Stroudsburg, PA 18360

Project Description:
The funding would be used for expanded programming in Monroe, Carbon and Pike Counties aimed at reducing drug use, drug-related crime, and drug-related deaths. The project is an appropriate use of taxpayer funds because it will alleviate current burdens on local law enforcement, healthcare systems, and social services, while helping individuals recover from opioid addiction and return to the workforce, generating more tax revenue.

Project Title:
Monroe County Wastewater Treatment Project

Request: $3,867,360

Recipient: County of Monroe, 1 Quaker Plaza, Stroudsburg, PA 18360

Project Description:
The funding would be used for a wastewater treatment infrastructure upgrade and relocation. The project is an appropriate use of taxpayer funds because it will provide needed infrastructure upgrades to keep the community’s water quality safe without adding financial burden to a 4th class county.

Project Title: East Side Interceptor Rehab Phase 3

Request: $2,480,000

Recipient: Wyoming Valley Sanitary Authority, 1000 Wilkes-Barre Street, Hanover Township, PA 18706

Project Description:
The funding would be used to update 1,147 linear feet of interceptor line running under the City of Wilkes-Barre. The project is an appropriate use of taxpayer funds because it will ensure reliable wastewater service, eliminate risk of raw sewage release, eliminate risk of pipe collapse, and protect public health and the environment.

Project Title:
Wayne County Workforce Housing Initiative

Request: $2,000,000

Recipient: Wayne County, Pennsylvania, 925 Court Street, Honesdale, PA 18431

Project Description:
The funding would be used to acquire and renovate blighted properties to construct a 15-unit multi-family apartment building with common areas to address the lack of workforce housing where major hospitality markets and employers operate in Wayne County. The project is an appropriate use of taxpayer funds because it would remedy a community’s extremely low affordable housing stock, provide attainable housing for the local full-time workforce, especially in the hospitality industry, and strengthen a local economy.

Project Title: Veterans Permanent Supportive Housing

Request: $1,750,000

Recipient: Lackawanna County, Pennsylvania, 123 Wyoming Avenue, Scranton, PA 18503

Project Description:
The funding would be used to renovate a condemned house in South Scranton into an eight-unit affordable veterans housing unit. The project is an appropriate use of taxpayer funds because it would create a permanent veterans affordable housing facility and ensure services are provided to help transition low-income and/or at-risk veterans back into their communities.

Project Title: Route 309/Mundy St. Crossroads Project

Request: $1,000,000

Recipient: Redevelopment Authority of Luzerne County, 16 Luzerne Avenue, Suite #210, West Pittston, PA 18643

Project Description:
The funding would be used to improve traffic signals at six crossroads within the public rights-of-way on PA Route 309 – a two-lane road without traffic signals – in the Township of Plains, Luzerne County. The project is an appropriate use of taxpayer funds because it will increase traffic efficiency and public safety along PA Route 309, as the outdated, existing infrastructure is not sufficient to manage current traffic volume in the area.

Project Title: AVP Terminal Expansion–Construction Phase

Request: $1,000,000

Recipient: Wilkes-Barre/Scranton International Airport, 100 Terminal Drive, Suite 1, Avoca, PA 18641

Project Description:
The funding would be used for the construction phase of the long-term project to expand the terminal space by approximately 10,000 square feet and improve the overall passenger experience and flow of the Airport. The construction phase of the terminal expansion project includes the demolition, earthwork, and foundation installation. The project is an appropriate use of taxpayer funds because demolition, construction, and renovation tasks are part of a long-term plan to increase public safety and security at the Airport.

Project Title: SR 6 Over Wallenpaupack Creek Bridge

Request: $2,000,000

Recipient: Pennsylvania Department of Transportation, 55 Keystone Industrial Park, Dunmore, PA 18512.

Project Description:
The funding would be used to rehabilitate the bridge on State Route 6 (G.A.R. Highway) that spans over Wallenpaupack Creek in Pike and Wayne Counties. Specifically, the funding would allow for the deck rehabilitation of two structures on SR 6 over Wallenpaupack Creek and PP and L Flume, including such activities as substructure repairs, deck preservation, abutment repairs, and expansion joint replacements. The project is an appropriate use of taxpayer funds because it will extend the life of the bridge and ensure safe travel for the 9,766 vehicles using the bridge each day.
