Congressman Cartwright Announces Tactical Communications Work Responsible for the 100+ New Jobs at Tobyhanna Army Depot

$150 Million Increase for WIN-T Communications Systems Brings in More Work. Move Represents Long-Term Shift from Reliance on Private Defense Firms to Tobyhanna

Congressman Matt Cartwright announced today that Tobyhanna Army Depot’s planned hiring of  more than 100 new engineers, IT specialists, electronics technicians, and related trades personnel is to support a $150 million increase in spending during federal fiscal year 2019 on WIN-T work, the development and maintenance of the Army’s most modern communications systems.

WIN-T is the Army’s Warfighter Information Network – Tactical, and it is the Pentagon’s ongoing effort to adapt the Army’s communication systems to outperform military peer adversaries in the field.  It is a modernization effort meant to transmit voice, video, and data to and from Army vehicles in motion in a way that protects the communications from being either detected on the electromagnetic spectrum or jammed.  The overall system utilizes both satellite links and line-of-sight communications.

“Tobyhanna is stepping up and doing what it does best,” said Rep. Cartwright.  “Helping warfighters do their job, saving taxpayers’ money, and putting our country in a more competitive and secure position.”

The work in FY 2019 is part of a move on the part of the Army to rely less on private companies for maintenance and upgrades and more on the work of its own experts, like the military and federal personnel at Tobyhanna, as well as the Depot’s capable local contractors.  Such a shift gives the Army more control over its own maintenance operations and budget.

“I’ve strived to use my positon in Congress and on the Appropriations Committee to invest in Tobyhanna,” Rep. Cartwright said.  “Tobyhanna has always been a good investment in our economy and our military’s readiness.  The additional WIN-T work is another great example.”
