Casey, Cartwright introduce legislation addressing federal worker pay disparities

Sen. Bob Casey (D-Pa.) and Rep. Matt Cartwright (D-Pa.) introduced legislation Wednesday to help end what they call "persistent wage disparities" among federal workers in Northeastern Pennsylvania.

Known as the "Locality Pay Equality Act," their bill would prohibit the U.S. Office of Personnel Management (OPM) from including more than one local wage area within a pay locality. Doing so would resolve employee inequalities at the Tobyhanna and Letterkenny Army Depot locations, Casey and Cartwright said.

"Every worker deserves to be treated fairly, regardless of pay schedule, and time has long past for us to address this issue at Tobyhanna and Letterkenny," Casey said. "...This legislation would work to create a fairer compensation system and end these pay disparities.""

[T]he outdated and unfair federal pay system has disadvantaged workers at Tobyhanna for years," Cartwright said. "Senator Casey and I agree that we should be doing all we can to support these workers — and that includes ensuring fairness in terms of pay."

The legislation is co-sponsored by Democratic Sens. John Fetterman (Pa.), Sherrod Brown (Ohio) and Elizabeth Warren (Mass.).
